Opinion: Parking on Pavements

Finally the Commons Transport Committee has called for a new law to crack down on pavement parking. In today’s report the committee calls for an outright ban on pavement parking across England in the long-term.

MPs have also set out recommendations on how pavement parking can be tackled while legislation is prepared. The committee has recommended that the Government:

  • commit to tackling pavement parking as part of its Loneliness Strategy
  • legislate for a nationwide ban on pavement parking across England, outside London
  • fund and deploy a national awareness campaign to highlight the negative consequences of pavement parking
  • bring forward proposals to reform the TRO (traffic regulation order) process—to make it cheaper and easier for local authorities to use
  • abolish the requirement to advertise TROs in a local newspaper
  • publicise to the general public who enforces different types of parking offences
  • consult on a new offence of obstructive pavement parking.

I had a minor rant on Facebook a few months ago regarding parking on pavements in Belper in general and Far Laund in particular. I had seen two young mothers step into the road, pushing buggies, when cars and a van had been parked on pavements and they had no way of getting past. Frankly, it was nothing short of very dangerous.

I do acknowledge that a blanket ban is impractical. Narrow streets, parked cars and emergency vehicles (plus dustbin lorries!) are incompatible. Whenever the Government decide to introduce a law – whatever colour that Government is and bearing in mind the Conservative Government has been ‘reviewing’ the situation for four years – it has to take into consideration local conditions.

My next question is who will enforce the law? The recommendation is that it falls into the lap of local councils, councils strapped for cash with no wriggle room for new expenditure.

Maybe the law should be the last resort. Maybe the most important aspect of the Committee’s conclusions is the national awareness campaign but why stop there? A combination of a local campaign and common sense could help. The Town Council newsletter could be a vehicle for education, as could local magazines such as All Things Local and Country Images, maybe in partnership with Accessible Belper.

Pavement parking is already banned in London – with those who flout the rules facing a fine. The question now is, bearing in mind the state of flux in our parliamentary system, will it happen elsewhere?

    There is already legislation to manage instances of vehicles parking on or partially on footpaths should the footpath be blocked. It’s just not often enforced. It really should be upon the driver to ensure if they do park on the footpath, it doesn’t block passage.

    I can think of numerous roads, lanes and cul-de-sacs near me where pavement parking is the norm and the footpaths more than wide enough to accommodate this as well as leaving plenty of space for wheelchairs and prams. I can see the advantage of a law that would prevent this and cause more difficulty on the highway should the cars be fully parked on the road.

    The alternative is to identify zones, like in London, where pavement parking is officially permitted and marked with road paint and signage. That would come at great cost to local authorities and really only benefit the line painters and sign makers.

    It generally feels to me like bad law attempting to fix something that common sense and a little more thought could fix.

    So long as they leave a space of about 2 foot six I recognise they have problems too

    I’d much rather they something about the positively lethal dropped kerbs
